My head is full of sap, so I decided that Suzaku couldn't leave Lelouch on his own, so that's why he told himself he'd be Lelouch's conscience and all - yep, caving in. But now I do see that it must have been the habit to be around Lelouch and try to contain him. Idk. Suzaku seemed quite desperate, so I took it as a weaker position.
